I'm trying to make a scenario with all techs already researched. How do I set this? Do I need to go in and delete all the techs individually, or is there a more subtle way?

This is a question about modding, try asking in the Creation & Customization forums.

Here's how to do it:

1. Click on the "Scenario" menu, and click "Custom Player Data".
2. Click on the "Scenario" menu again, and choose "Scenario Properties".
3. Go to the "Players" tab.
4. For each player, set the "Initial Era" to Future Era.

Note that if you want more than eight players, you'll have to set this in the "Scenario" tab *before* setting each player to Future Era - if you do it afterwards you'll lose all the changes to the Players tab that you already made.

I have a question, in Civ3CEdit when I add a new civ save it open the biq file again the civ is gone... why?

As far as I know, there is a hard coded limit of 31 civs plus 1 barbarians in the game, and you can't make any more than that. If you replace a civ with a custom one you shouldn't have any problems, but I don't know about adding extra civs. If you direct your question to the modding forums, I bet someone there would be able to give you a better explanation of what's going on.

Another thing I thought of is that maybe if you are changing the default scenario file, it automatically reverts to its original settings, unless you save it as a seperate scenario. When you add the civ, click on "Save As..." so that you can choose a name and location for it. If you then open the save and the civ still appears to have disappeared, then I'm out of ideas.
