The one thing about CivIII draftees is that they are usually used as a final line of defense. If you think about it, what would cause a empire to go to the final line of defense? It's enemies have many good units and have socked most of the experienced units. So in CivIII, when you send out draftees to fight, it's like lambs before slaughter. Usually trained soldier could take out a draftee 3 out of 4 times (as I experienced it). When I invade, I usually use as many Elite troops as I can. When you pit elite troops vs. draftees, it's like ants vs. a ant eater. Only rarely did I see a elite soldier be beaten by a draftee, unless that elite troop was reduced in strength.
The CivIV system sounds like any draftees will have a better chance if you give them the right situation. Sounds like it is possible to use the "wave attack" methods a lot better than in CIVIII. Oh, those Russian and Chinese wave attacks can be effective, even with the most minimal weapons. Only chance you can have at all against it is if you have machine guns or clamore mines (but I did see something about when they were testing the atom bomb of using the atom bomb and the army in unison. They tested how troops six miles away would be effected, and it seemed to work, but I wouldn't put those troops forward after that. I don't think you would need to.).
