Constitutional Amendment: Article O (Revised)

Article O
The area contained within the national boundaries of Japanatica shall
be divided into areas called provinces, each of which is under the
control of a Governor as stated elswhere in this Constitution. The
cities constituting such provinces shall be set as determined by the
Congress. A map of the provinces will be created under the direction
of the Congress.

This poll has no replacement article as there is no existing law being replaced.

This poll will be open from 96 hours from the time appearing in this post and is considered RATIFIED/DEFEATED after this time.

I hadn't realized that discussion on these two proposed Articles was over? I don't think any of my concerns were addressed. Was the proposed poll announced?

As Term 1 Chief Justice, I'm afraid I'm going to have to call for a close to this poll. There was no Proposed poll posted at the end of the discussion thread for 24 hours prior to the creation of this ratification poll. Even if participation dies down in a discussion thread, that can be seen as people being acceptable to the general wording of the "proposed amendment" and are waiting for the "Proposed Poll" to be posted. This poll does not follow proper procedure.

I thought I was following the Constitution correctly. I see that the only thing left out were the words "Proposed Poll." Discussion was left open for 24 hours and the poll was created for 96.

That being said, you would seem to be completely within your judicial rights to close the poll, even though for such a minor transgression I can't agree with the decision.

The "Proposed Poll" should be posted at the bottom of the discussion thread. Once the "Proposed Poll" has been posted at the bottom of the discussion thread, the 24 hour clock starts. After the "Proposed Poll" has been posted at the bottom of the discussion thread, new comments and discussion should be addressed by the originator of the discussion thread (and/or others), and if changes are made to the document, the 24 hour clock starts again. It's a fairly simple process that allows the citizenry the opportunity to review and/or attempt a change to the document.

Ok, I understand. I just went back and reviewed other threads, and except for one which apparently was an addition to Article O they all do it in that manner. That particular thread I can't find a reference to a Proposed Poll, only everyone saying "just poll it."

So I guess O and E are closed.
