Consuming Worker for Hammers in the Late Game

Hi all -

In the early- and mid-game, I tend to produce a lot of workers for developments, and they are huge boost to my economy. But it seems they become pretty useless in the late-game; except for a brief period where I rush to build railroads, I usually don't have use for 10+ workers in my empire.

My suggestion is simple: wouldn't it make sense to be able to "consume" workers to produce hammers? This would work similar to "rush wonder" command of the Great Engineer. The amount of hammers to be created should be set at a level to prevent the use of this food -> hammer conversion feature as a cheat. Maybe it would be also interesting if the amount of hammer to be created can be increased once the city has certain infrastructure (e.g. factory). Note that this would make sense in terms of realism, since the industrial revolution did "consume" countless workers...

Are there any modders out there who can create this little mod? Also, I'd be interested how you guys think about this idea.
 
I always kept a group around for pollution, but they are mostly useless late game. Kael in FfH has dwarven soldiers set up to be consumed as minimal production points if you want. Check and see how he did it, I guess.
