Controlling CS army : great strategy evolution

As we see for the moment, CS don't really upgrade their units.
But as suzerain, do you think YOU can upgrade them when you take a temporally army control ?
It can be a great strategy in case of very far distance between your CS and your homeland.
By upgrading them you can still an outpost from a distant ennemy. Furthermore you will not have to support maintenance after returning this army.
So, will you upgrade your CS during your golden pomp period ?

if they are not upgraded, I guess you could always use them as meatshields, or if you have enough, to swarm and pillage. Which gets me to this question: If Norway takes control of a CS units, do they earn the pillage bonuses? Because it could do for very nasty pillage campaigns.
 
It may be devasting but i really don't know about norway bonus unit.
It's will be a good strategic thing if you can stand a whole army just by donating your own unit to your CS before taking control. CS will offer an higher interest, more active.
 
Unless they change it before release that is a big no on upgrading. As seen in Marb's LP.
Great move by Barbarossa. It was a risky move buying those city state units by Marbozir and not checking the status of the other leaders with that city state. It looks ok to me.
