Not sure if it is a bug or feature, but if one of your puppeted cities gets captured, then you retake the city it becomes a standard liberated city under your control. This meets the Venice guidelines of not Annexing or Settling a city.

Not hugely imbalanaced or anything because in order to take advantage of it you need to have your city decimated by 2 captures, but still something to keep in mind.

Also if you have Strategic View on, you can annex cities like it's nothing. Not sure if they hotfixed this or not but it can't be intended. I'm pretty sure the liberation thingy is an oversight, too. That is forgivable imo, but it's baffling how they didn't catch the Strategic View annex before release.

Yeah, the strategic view annexation is even a worse crime because it shows they didn't fully separate UI from logic!

Can Venice settle cities with conquistadors if a city state gifts them?

Nope, based on several forum threads at least. I had some Venetian conquistadors in an earlier game but no place to use them, unfortunately.

Thought it was a Mac bug.. Anyway I found that going in the tech tree then exiting the tech tree will bring up all the dialog boxes that didn't pop up (barb camp clearing, ruins, city taking). Seems like I have to do it once in a while to clear it up...

MacBug is what you get when you order a' OR 'b' = 'b';-- in a MacDonalds.

I have tried to annex a City-State as Venice using the strategic view, but the annex option doesn't appear. Any suggestions?

What folks have described is a bug involving annexation of CSs that Venice has already puppeted.
