depends on what laptop you got? If you bought a laptop with a regular desktop cpu in it, a cooling pad propably wouldn't be a bad idea. If you've got a Pentium M notebook, it shouldn't be necessary (my inspiron 9300 with a 1.86Ghz Pentium M, runs at cool 40° C in idle and goes up to max 50° C under load).
with accessories it's the same, it all depends on your model. I'd say try your laptop out first.
