Ok. Imagine you have a city producing 8 shields, out of which 6 are lost to corruption. That's netting 2. If you wish to produce 2 infantry units(90 shields), that's 180 shields / 2 = 90 turns.

If you build a courthouse(80 shields) that's 40 turns. If the courthouse should decrease corruption by 50%, you would then net 5 shields. Building 2 infantry units would take 36 turns. So courthouse and 2 infantry units would take 76 turns.

If the courhouse decreases your corruption even very very little, it is an investment for the future. In the long run you practically always win, in both in shields and commerce. In short term courhouse is waste of time. It's simple economics.
 
Here's a chart. So the breaking point in my example is @ 65 turns.

I'm inclined to say in DG+ every city with less then 90% corruption will get a Court, and the bigger ones a Police Station as well. And this includes the FP city.
I am not convinced. The court house only halves distance corruption I belive (BICBW, ref. [1]). The forbiden palice has zero distance corruption, so surely it is not worth it here? Also in the core cities, with distances of say 3, with a MaxD of, say 50 for a 100 x 100 map (something like standard?) you are going to need 17(?) gold to break even., and 17 sheilds to make any difference to waste. Easy to get later, possibly not in the AA.

[EDIT] Actually, I think you may need more like 34 gold / sheilds before the courthouse makes a difference, but then I would have to really understand the corruption calculation, incuding rounding, and I do not.

The FP is not completely waste/corruption free without a Court or PS.
And definetely, I hardly start with the Courthouses in my core before the IA; absolutely true, it doesn't matter in AA or MA. But when the cities can build it in one or 2 turns, saving 5 spt and thus a turn for a unit, it's clearly worth it.

No, but I belive it has no DISTANCE corruption, which is what the courthouse fixes. It has rank corruption, but I belive that is not effected by court houses.

In my previous example, you would need to be producing about 170 sheilds per turn to get a 5 spt increase. But definatly, if you think you can make the unit you want in a turn less, it is well worth it. I still contest it is worth it "in every city" but I am sure we can agree on most situations.
 
I see my(was also someone else's) rule of thumb adequate: If the city already can produce more than one shield / commerce not lost to corruption, it is worth it. It shows that the city ain't corrupt beyond all repair.
