If the game had a stakeholders / factions / special interests model like Tropico, you could definitely model corruption. In Tropico, you had "Communists, Capitalists, Religious, Environmentalists, Intellectuals", and it really made your Island feel like it had a legitimate life of its own, let alone opening up strategies.

"Workers, Middle Class, Aristocracy, Religious, Intellectuals, Military" just for example. Each would have a different dynamic. Workers would be more corrupt the further they are shifted from the Aristocracy. Aristocracy would be more corrupt the more narrow your governing style. Military more corrupt if many people make more than them (e.g.: they can be bought off) or if you use your military holds your empire together (e.g.: your military is the only device you have left to hold rebellion at bay).

Anyway, just throwing that out there because I'm a huge fan of that game, although it wouldn't necessarily translate well to Civ.
