I took the idea from the Naval improvement thread.
Basically in that thread is discussed upon other things, on the possibility to use ships with zone of control upgrade,
to blockade a city. I pointed out that that also roads connecting the city to a non blocked city with a route to your civ, should be blocked, and that is incompatible with the actual immediately available throughout your empire of a worked resource mechanic of the game. Or not, Anyway.
Instead shipment of these resources through trade routes would do.
But keep the availability of these resources linked to your traders would make it hard. Unless an Airport is constructed, internal trade routes would be absolutely necessary to connect your empire resources.
Added complexity.
Also the one unit of resource would allow construction of unit requiring it in any city would still be relevant.
