[GS] Couple questions about movement

I would like to play with requiring ranged units to have at least 2 moves in order to attack.

Plus were can I see this for units, units need a certain amount of moves to pillage so I figured I could do that for attacks.

I was digging around more and found out the Hwacha needs at least 2 moves left in order to attack, problem now is I can't find it anywhere.
