Hi, i have a problem building the district courthouse and supreme court. I Have 36 (cities) courthouses from the stele of hammurabi and now i am building local courthouses everywhere and have 10+ But i can neither build the district courthouse nor the supreme court. When i hoover over them they both show 0/6 and 0/10 courthouses build.

Is this a bug or am i doing something wrong?

might be a bug. Try doing a CTRL-SHIFT-T to recalculate. That might get it to realize you've got the prerequisites fulfilled.
