Crash after Victory/Resignation

I'm running Civ3 Conquests on Vista and my game crashes after I win/resign, right after the screen with pictures of all the leaders. Now I know the usual fix is make sure the hof file is not read only, but I've done that and it STILL crashes. So any other fixes?
