Crash at Mod Screen (Not Offline)

I did a search, but it seems everyone who had a similar problem was encountering this because Steam was in Offline Mode. My computer is connected to the internet and Steam is not in Offline Mode. Steam Community has also been enabled In-Game.

Is there any way I can access the mod screen or fix the problem?
