Creating map

I have no experience in modding, but is there a "easy" way to make my own maps, including deciding where recources are and barbarians? I have this idea for a map, and hoping someone can help me find a tool/program I can make it. All help is appreciated, even if it's advanced (I can always try)

thank you. Now I remember something was included with the game or one of the add ons. But I never found out where it was installed. Is that this one?

Yes, this is the one. I assume that in a future update a more stable version will be released, but for now this unreleased version works.
