Is this possible? I mean, picking a civ with the creative trait, and gaining a domination victory primarily by enveloping other civ's cities within your borders?

When I played GalCiv II my favorite victory was the influence victory because it was an interesting alternative to aggressively conquering your neighbors and I've concluded I absolutely suck at warmongering no matter what I try (but would still like to attempt a domination victory at least once if at all possible).

Doing it without a single war? Very very unlikely. There would need to be a PERFECT combination of things going on, perfect map, perfect opponents, etc.. Doing it with mainly culture and a few quick wars would be more feasible, but war will definitely be necessary to take out high culture neighboring cities which would be impossible to culturally-envelop.

I dont think you could ever grab enough land by solely flipping cities. You will usually be done after getting the first ring of neighboring cities to flip- any further into their empire and you'll be up against some cultural monsters.

EDIT: haha after reading Sulla's game (which I had done before but forgot about), it does seem more manageable than I thought, but again, it is highly dependent on game conditions- map/opponents.

Well yeah, I certainly agree there would be some fighting required for control of a city, but not the primary means of taking the other cities. At the very least, have a few standing forces ready to go on the defense/offiense at each of the new border towns, just in case.

As I read those links (and the civlopedia), this is definitely what I'm going to be attempting. My main problem now is choosing the right leader. Not so much in traits (though creative WOULD be nice) but in my weird way that I need to pick a leader who I could envision attempting something like this historically.

Trait wise (I'll leave historical stuff to someone else) I would go with either Philosophical (Settled GAs are great for flipping cities), Industrious, or creative.

Zara is probably the best leader for it. Creative is very important for it in the early game and his UB increases culture by as much as china, but you get it much earlier. It obviously needs to be a pangaea map, so you never have to tech astronomy, or at least delay it for a very long time.

My experience is the victory without killing isn't possible, but it is possible to settle for sub-par cities in an over-crowded world, just focusing on culture buildings, and through that flip most of the world. The key is to found a few religions, but only spread one aggressively, concentrating on keep a nasty neighbor like Alex as your best buddy. At worse, you get to sit on the sidelines while your strictly loyal proxy fights neighbors who semi-respect (all because of religion diplo bonuses). Culture flip their cities, and work every tile expediously trying to get max basic tile commerce to convert into culture while building culture buildings.

The free ride tends to end at free religion, or if they all found their own religions. But if there's a long period where your religion dominates as well as internecine wars, then any new religions aren't likely to aggregate the AI civs against yours.

So the answer is sorta kinda. You'll probably still need to capture some cities before you score the domination. And obviously it helps if you UB is one of those +% culture buildings like the Stele, Pavillion, etc.
