How do you got the Crown Of Command (that promo that gives + capture chance)?

A completely unrelated question, but why do disciple units (like acolytes) get the hill promos but not the woodsmen ones?

You take it off the cold, dead body of one of the Rider's of the Apocaplypse. (make extra certain that he's dead though... you know, burn it, scatter the ashes to the winds, stab him repeatedly after he's down, that sort of thing )
