Cultural win did not go off

I am playing C3C 1.22, large map on regent. I got 130k culture but I did not win the game. The cultural victory condition is up on the Victory Screen. I was wondering if there were conditions in addition to the amount of culture. Like needing x amount of opponets in the game or so many turns after reaching the threshold. I've been browsing the forums and the war academy but couldn't find anything that answered my question.

Once I have compressed the save game sufficiently i'll post it.

You need to have twice the amount of culture as the second best civ. If you haven't won at 130k, there's at least one civ more around with 65k or more.
