Um, how do I make enemy cities flip to me?
I took Freedom. Despite me going for science or diplomatic victory (...yeah, got diplomatic much earlier), I got very influential in other civs. Earthshaka, Pikatello and Monty took Order, Orange Willy took Freedom with me.
When it got to revolutionary wave after I got World Ideology, Pikachu instantly changed to Freedom, Monty was unimpressed (despite lowest culture/tourism, still +happiness because he had a small ammount of tall-only cities), Shaka got -50 happiness after the Revolutionary Wave reduction because he had a loooot of cities.
He didn't change his SP, which was weird (he declared war on Pikatello and Willem many times before, and now he was completely losing the war, because... imagine all those rebels spawning combined with -80%+ fight effectiveness, production, gold, etc.).
I was 100+ influential with Shaka. Orange Willy had about 10-20% influence with the Zulu, but two Zulu cities turned to him, not me (Shaka still -40 unhappiness, lol). Why? I didn't even want them tbh because I was less than two turns from victory, but seriously, I deserved them more.
