Culture: Magellan's in Zojoji

As discussed in this thread there is a serious danger that France could build Magellan's before us if we do not start on this wonder immediately.

This will allow our navy to move 25-33% faster than it currently can.

No other cities are presented for building as the culture minister feels that no other city could complete this wonder before France.
