Culture victory - "the most difficult victory to achieve"

I've played a few games now where I set out to win via a non-cultural victory. E.g. science or domination. Each time, I win via culture accidently. How is this "the most difficult victory to achieve" (as per the tool tip in the advanced options at game start).

I have done this a number of times as well. Always caught me by surprise too. Just, BOOM. Game over. Oh look, I won!
Er...ok. Wasn't TRYING to go culture.
 
For me, a culture pantheon (Oral Tradition or God of the Open Sky) and Monuments hold up quite nicely until Meritocracy. Once I get it, it never leave its slot. Sometimes the AI also builds Theatre districts in the cities I take, but not enough to make me win via tourism.

I find I don't need much more than that. I don't like rushing that fast through the Civics tree, due to the rising cost of districts.

And yes, I mercilessly delete GWAMs if I don't have the space. I don't think the net gain in culture is worth the turns and cogs building Museums.
 
Science is the hardest for me. I just can't keep myself on playing for so long and end up going for a faster win. Still haven't done that one. For me the same problem persist since V, late game is awfully boring.

Agree with OP, way too often I end up with culture victory more or less by accident.
