Was this a final score or was it after penalties and I take it that you are talking about a Romanian player...
 
I need a clue sadly because its abit general...A Romanian player who scored a famous penalty...

I have an idea but I need some kind of clue first. Not knowing in what century doesn't help either.
 
I'm going to try a lucky shot. Was it Hagi in the UEFA cup final that Galatasaray won on penalties against Arsenal?
 
ec or wc. it must has been decades ago. it can´t has been 2000, -98, -96, -94, -92, -90 nor -88.

Romania never won any WC or EC match by 4-2. Perhaps you're talking about Gnaea's 90th minute penalty kick that defeated England in Euro 2000, but I must confess I don't remember that goal, since I was watching portuguese subs crushing Germany 3-0 at the same time. :D
 
Ah That has painful memories...England just about going to scrap through and then Phil Nevile...
 
Then I would say Panenka (I'm not sure of the spelling) in the Euro 76 final that Czechoslovakia won on penalties against West Germany. The keeper dived to soon and he kicked very slowly in the center of the net.
