In my current (heavily modded, though that is irrelevant to my question) game, I discovered that whenever I manually remove a plantation from a tile, I can no longer place a district on that tile. I can place the district on the tile prior to removing the plantation, but I lose the option of harvest and feature yields in those cases. This does not appear to be the case for other improvement types, thought I'm not certain that is the case. That is, both "naturally" occurring instances have been from river & aqueduct adjacent flat tiles (1x Flood Plain and 1x Grasslands) that originally held resources (Floodplains/Dates, Grassland/Marsh/Sugar). I can test other improvements, but my map size has a very slow loading game so I'm reluctant to spend too much time on it.
My actual curiosity is this: what variable/object/etc even governs such behavior and is the tile being converted into some sort of non-supported terrain type? Could this be exploited for (balance) mods?
I don't recall this behavior from my prior games and the 4 most likely (since added) mods that could potentially affect improvements, districts, resources, or terrain in this way are: Removable Districts, Happy Districts, Green Cities, and/or C15's Restore Bonus Resources. Let me know if you have any answers or share my curiosity.
