Custom civ colors

How would one go about giving a civ a custom border/units color that is not one of the preexisting ones, I looked and was unable to find anything that seemed right. All help appreciated

XML/Interface

Define the colors under the ColorVal.xml
then in the PlayerColor.xml you can set the Primary, Secondary and Txt colors.

If you have Amra's mod downloaded, the XML files are set up for loads of extra colours.
