[GS] Custom Civ only shows up in the Standard game

Hola all. I started modding in Civ VI and for some reason I just can't get any Civs created by me to work. They show up in the standard game fine but not in GS or RF. I'm using Toussaints Template. I've tried using a new modinfo file and making sure it was compatible with 2.0 and 1.2. I tried going into players to make sure it was added correctly but nothing is working. I'm sure hoping its something simple I'm missing/over looking. I've created many mods for Civ V and about 5 or 6 for Civ VI and they all work fine. I have Keniisu's Rise and Fall Template as well.

Without the mod itself to look at we can only make wild guesses as to what the problem is.

We would need you to zip the mod folder from the game's mods folder and either attach the resulting zip to a forum post or provide a link to where it can be downloaded off a google address or other file sharing location.
