Custom map missing some settings from Scenario Editor

Hi guys (and gals). I'm new to these forums, but I've been a Civ fan since the original. I'm tinkering around with creating a customized map and using a randomly generated one as a basis.

Does anyone know if there is a way to get it to randomly place Ancient Ruins? Also, I've added 20 civs in the Scenario Editor and while playing the game it seems like it only adds a few (I haven't explored the entire map yet to confirm this, but it seems like I'm running into very few while exploring). Finally I chose Raging Barbarians and it seems like I'm running into very few of them as well.

Just to be clear, when I choose the map from single player mods I do put the bullet next to "Load Scenario." Starting locations for Civs are working normally so it does seem like at least part of my selections are taking.

I'm sure that as long as Ancient Ruins option is left on, and you haven't placed any in the map, it will generate Ancient Ruins. I know it does this with Barbarians.
 
After playing around with the map in game for awhile longer it seemed like everything was working correctly. I finally figured out that to get ancient ruins to show up randomly you go to "Misc" under "Map Editor Tools" and choose "Randomize Goodies."

Does anyone know of a way to add more than 22 players under the "Scenario Editor?"

I have all the DLC and I'm short two civs when working on this huge map. The plus button where you add players greys-out at 22.
