Custom Maps w/ a Mod

I currently have a mod up for download (Legendary Earth Map). The issue is when downloading the mod as isn users, including myself, can't access the custom map. It's currently placed in the root directory of the mod but you have to move it to the Civ5 maps folder it to function.

Is there anyway to set the mod up so that it works without having to move files around? The mod is not uploaded as a "map pack" because it includes modifications to the game files as well.
