Custom scenario forcing all civs to start in Medieval Era. Help?

I'm designing a scenario (mostly for personal use) with the premise that Rome loses the 2nd Punic War and capitulates to Carthage. I have the whole world in play, and tech levels range from Ancient and a single settler (Americas, Zulu, Indonesia) to nearly Medieval era with 4-5 cities (Europe, Far East).

For some reason, no matter what I do, when I load the scenario in game it forces the civs into the Medival era. Additionally, the date is supposed to read "201 BC" (year the 2nd Punic War ended) but instead it ends up displaying a date in the late 2000 ADs or early 4000 ADs.

Anyone know what might be causing this and/or how to fix it?
 
In the Scenario Editor tab within Worldbuilder, what is set for each player's "Starting Era"?

Also anytime you adjust the "Start Year" from anything except "4000" and "BC", the game gives really bizarre display in the upper right corner, and it auto-names save files in the same way. It is possible to get around the in-game display using an lua replacement file for the TopPanel.lua file the game normally uses (this woould have to be done as a mod that you use in combo with the custom scenario map), but this is both a PITA if you have never edited it before (and if you've never edited it before is prone to go bad because of the complexity of that file as written by Firaxis), but this seems to have no effect whatever on the savegame file names.
