I've been trying to make a custom map for myself. I've finally succeeded in getting it to load and for chosen civ to start in the place I want it to start. But for some reason every other civilization starts immediately next to me. I've tried placing start locations for all other civilizations and city-states but no matter what I do they all start right next to me.
What am I doing wrong?
