Customising the map in CTP

Hi does anybody know how to customise the world map to how they want. For instance I'd like a world with say no oceans, all grassland, dictate starting positions etc... and be able to save the final score.I'd assume I'd use the cheat menu and save it as a scenario, but I don't know.
