Although, getting the navy part to impress Harald is not as hard. While you can't have the vast standing armadas (or legions, or awe-inspiring air power) that other iterations of Civ allow, the unit based showing up of AI's isn't as hard as showing up Qin with Wonders.

I merely was refering that a better more natural system is to use a sliding scale (in fact, similiar to how Cyru's agenda works, he startes of at +10 and then it gradually decays after you declare your first Surprise War until it decays and stays at +1).
Even in standing armies, all you have to do is query the power of your Naval-Domain or Air-Domain units agaisnt the AI player and step-scale to determine by how much, could be for every 10% your stronger or weaker you gain +1 or -1 relationship hit.
