I merely was refering that a better more natural system is to use a sliding scale (in fact, similiar to how Cyru's agenda works, he startes of at +10 and then it gradually decays after you declare your first Surprise War until it decays and stays at +1).

Even in standing armies, all you have to do is query the power of your Naval-Domain or Air-Domain units agaisnt the AI player and step-scale to determine by how much, could be for every 10% your stronger or weaker you gain +1 or -1 relationship hit.

No, I was just comparing the greater ease of making this agenda-affecting building in terms of military forces than Wonders, especially compared to building Wonders in other versions of Civ. That was all.
