Darn, how this palace construction works ???

I'm wondering what are the condition to build the palace.
In THEORY, you just have to have masonry to build the palace anywhere. Now, in reality, this doesn't work. I have cities I can build it into, and other I can't. Sometimes, a city I could build the palace into before, now don't give it as an option.
Is it a bug ?
Or do I need special condition to build my palace ?

Did you install the patch?

After the patch, you are only allowed to have palace construction in progress at one city at a time. Thus, if you're already constructing it, you can't start it someplace else.

Yup, game patched and all.
But it's not the problem, I know that palace can be build only in one city at a time.
The fact is simply that I have to option to build it in some cities, and not in others, and I just can't get what allows/prevents a city to build it.
I would have liked to move my capital to a precise city, and well I just couldn't, the option was not present.

A Palace is regarded as a wonder, i.e., you can only rush-build it using up a leader.

If you first produce something else - say, a unit - and you boost the production with dispanding units or chopping down forest in the city radius, then you can't switch to Palace (or any wonder either). The whole production must be 'clean', all the shields must come from city production only.

Mind you, took me some time to figure that one out

I know about this too.
But it was not that either.
Just a "random" impossibility/possibility to build my palace in other cities.
