How come I can't talk to my other civ?

Cyc puts down his marguarita and starts tapping his keyboard...

Can you still see the unit from your other tribe with the tribe that wants to talk? I have met my other tribe and talked by clicking on the unit itself. If you saw a unit from the other tribe and didn't click on it,and now it gone, then you might have to see it's borders before they appear on your diplo screen (not really sure how PBEMs work). Or you can just bring the units together again and click on one.

You need either move into the other tribes territory (cross the border) or click on the unit and chose "Take me to your leader". That will establish the diplomatic link. Once it's in place you'll have communication for the rest of the game.

i saw other tribe with no unit. played too much civ 4 where it just makes contact when you see the borders.
