When I attack I always try any have the majority of my enemies cities conquered prior to advent of Guerilla Warfare.
I don't like to have to be attacking extra units all the time. To circumvent this, I always surround a city and then move in for the attack. That way when I capture a city there are no Partisans to remove.
I always attack with tons of spies and a mixed army. and have plenty of engineers to keep my supply routes open. If I mount an assault on any enemy overseas, I always create a beachhead fortress and first couple of ships are engineers, followed by defensive units, then howitzers.
Once I've taken a city I always build up defenses first, SDI, city walls. Hardly ever use SAM Missile bases. I use stealth fighters to defend with instead. Only if I'm outnumbered in aerial combat will I build SAM Missile bases. Immediately after I build an airport.That way I can reinforce on a new continent by airlifting too.
