Declaration of Independence - Without Troops

When I played as Pirates

The New England just Declared Independence and when I scout them I see no troops present

Slowly their 3 cities just occupied by REF

Good for you.

The AI will do that sometimes. (Technically it might think it has troops - with Guns/Horses stored it could draft colonists on demand... They still loose...)
