I think it’s kind of corny and out of place, but I suppose it does accurately reflect a certain irreverent, sarcastic tone and slang that a modern day person living in New Zealand might use if teasing you.

(Whether that makes sense for Kupe is another question.)

The wiki says the literal translation is supposed to be him saying "chief" instead of "big Civ leader". I guess not every leader would be considered a chief, but if "chief" just means "leader" I wouldn't mind.
 
I've made him pay for his insolence many times, but I mostly pity him, he settles like a pigeon crafts his nest. Kupe is much better when I'm pulling the strings.
 
As a Brit with Kiwi friends, I can personally vouch for the accuracy of the statement!

Well, for a modern Kiwi. Kupe may well have just tried to eat you.
