i am playing on warlord and regent level, maybe its already discuss, but i found a way to declare war under democraty without war weariness. When the ai pass into you culture border, contact him, if he his furious or annoy he will insult you, say i had enough of your insult and declare war, i wash up persee like that with most of my city under a we love the president day.

WLTKD doesn't care if there's a war or not. Just give your cities with lots of temples, cathedrals, marketplace and luxuries 
Since you're not the agressor, war weariness won't be a big problem at the start. But if the war goes on for a while, you'll see more unhappy citizens. So just quickly take what you need (aka all their luxuries and startegic resources) and make peace
