Declaring war

How do you declare war on a civ that refuse to speak to you?

I wish to go to war with Rome, however, I'm unable to do so as he's refusing any dialogue whatsoever. I've never been at war with Rome, thus it can't be the 10 turn penalty after declaring peace that I'm encountering. Also, I have no defensive pack with them too. It's pissing me off that I can't attack them.

I've tried attacking his buddies, but he's still not taking the bait :mad:

Even pressing alt doesn't seem to do the trick
 
Yup, that was way more than 15 turns ago though. He's refused to talk to me since. Other than signing a peace treaty et al surely you should be able to declare when you want. It's a tad frustrating.

I'm needing horses, he's got them, I want them :D
 
...or simply attack one of his cities or units. You don't need to talk to him to declare war. If you have open borders with the Romans, you can cancel that deal from the trading advisor's Active submenu without having to talk to their leader.
