Defcon alerts

I liked Civ 3's ability of preparing the economy for war though it was riddled with inpracticalities and I'm pleased it was taken out but what about a compromise and be able to set specific cities on alert.

For instance, a city on an enemy border is obviously more at risk than a one at the end of your territory. In this instance it makes sense (in real life) that actual panic would increase production and that the military stationed there would be on a higher level of preparedness.

So 2 options:

1) Set cities on standard or alert. On alert that city will either receive a production or defence bonus at the cost of gold or growth.
2) Have a series of alert conditions so nuclear weapons can't be launched just like that. Have to build up so that you can see and try to avert a nuclear war?? Nuclear weapons can only be used if the city/nation is on defcon 1 etc etc?

This would add realism and a feeling of danger.

This might be a neat idea, but personally I think that the effects would need to be a little more strict (ie culture penalty or something of that sort), other wise it would just be used to make start up cities grow fast.

The whole idea of an ICBM (the only nuke in the game) is to hit a country in its most vital spot with out any chance for retaleation in the form of other nukes, so the faster it hits the better. Therefore, the idea having to go to a certain alert condition is ruled out in a turn based game, like Civ4. Yes, there should be more than just the ICBM in civ4, but, unfortunatly, there is none.
 
The cost for placing a city on alert could be financial, growth or hapiness. I suppose hapiness makes the most sense, putting the city on alert will make people scared and unhappy.

As for the ICBM alert I just meant like a one turn prep-stage so that you prep your nuke which lets all civs with say satellite tech know that a nuke is being prepared so that you could try to enter into diplomacy to declare peace etc.
 
What do u guys think of the ICBM range?
I think its a little strange to have worldwide hitting missles the moment u discover then. I'd prefer a system where each ICBM has a range and that range is upgraded over time. Sort of like a promotion where ur given a certain number of experience points each turn.
 
That would be a good idea, but how would you decide when you got to promote them condsidering you only use them in combat once
 
I think that a time based experience system for missles would work. So the longer you have a missle, the longer its range becomes.
