I know that to 99% of units, mountains are simply things you have to go around. However to a certain select group;- rangers, druids and a few others, it is actually possible to enter these squares. Not only can they provide a way of outflanking your opponents defences, they also make great lookouts, and also "guerrilla" camps where you can conduct raids into the surrounding countryside from.
It seems strange then, that the guerrilla promotion gives +40% def in hills whereas nothing for mountains. It therefore means that, should the opponent counter with rangers, you're safer being in hills then dug in on a mountain. Which seems odd, and doesn't fit a realworld parrallel. Woodsman, on the other hand, gives def bonus for both woods and jungle.
Is it possible to add a def bonus to the guerilla promos for mountains, without messing up another mechanism....ie flying creatures on mountains?
It would make mountain raiding camps more practical, and also add to what is already an under-utilised promo compared to woodsman.
BTW Civpaedia doesn't even mention mountain, either as a base terrain or a feature. The nearest is volcano which has 2 lines:-
Movement cost 2
Impassable terrain.
... go figure
Though I'm sure this is an oversight
