Hmm. that does sound somewhat fishy.

I also had an odd bug in my last game.
I had just finished researching Music Theory, and was attempting to research Banking. Every time I clicked on banking to select it, my advisor tells me that we already know this stuff. I had to queue it up by selecting a tech higher in the tree.

I don't think it's universal to all systems, it's just that the game has compatibility issues with different computers. For instance, whenever I have infantry that fight cavalry while the infantry are on mountains, the infantry will shoot in the opposite direction of the cavalry.
