At any rate, you only have two cities. You aren't big enough to form your own province. You also haven't contacted the geographical society or the Domestic Department (to my knowledge) about creating your own province.

It's a legal impossibility, and you are not exempt from the rules, dis.

You are probably correct. I recommend that we allow all of this to pass, given that the game is now over, there would be little use in prosecuting disorganizer.

However, that is not completely my call to make. If you, or any other citizen would like a PI commenced on this issue, please do PM me, and such investigation will begin immediately per the Constitution.
