Its in relation to Military Service and the amount of years displayed. How is this worked out? Is it the amount of barracks? The ratio of conscript/regular/veteran units? The amount of units?
I ask this because in every game ive played I have usually ranked down the bottom (14 out of 16 with four years as Rome currently). Its not something that bothers me but i am curious as to this. Its also been the same on Civ 2, no matter how warlike i have been and succesfull etc.
