I'm not a fan of how they implemented the alternate leaders in Civ6. Gorgo and Pericles share the same uniques, and civ ability, except for leader ability. Playing as Gorgo didn't feel that much different from playing as Pericles. I want the expansion to contain more new Civs than alternate leaders. If they stick to 9 civs, maybe they can include 4 alternate leaders, like for the Civs whose vanilla leaders many players disliked, such as France, India, and Egypt.
I agree that the implementation of alternate leaders leaves a lot to be desired. The reason, I think, is that the developers chose an awkward middle ground between treating alternate leaders as genuinely new factions and treating them as interchangeable parts of existing civs. With the former approach, each alternate leader would provide the same variety (from a mechanical perspective) as an entirely new civ. With the latter approach, leaders could be interchanged not only within civs, but also between them, making for an effectively limitless variety of factions. The current approach provides neither advantage and ends up feeling like a waste of development resources.
As for the original question, I'm not particularly concerned with leader choice, but my ideal list of expansion civs would probably look something like this:

Cherokee
Mongolia
Vietnam
Indonesia
Mali
Zimbabwe
