Desperately seeking my scout

Since I'm on 1.21f patch no scout available!?!!
Some idea about you, guys?

A little more information needed.....

(1) Are you playing an expansion civ?

(2) Does your civ have the advancement yet for scouts?

(3) Why not build modern armor instead?

But..what do you mean with "expansion civ ?"
and what is necessary to can build a scout? Sometimes I had the ability from the beginning of the game..

Check the manual. Some Civs are "expansionist' and can build scouts from the start, others gain the ability later on.
