Destroying an empire

What are the conditions for an empire to be completely destroyed?

In my latest game I ended up destroying around 6 civs but the last two were not killed completely. The Russians, Zulus, Babylonians and the Chinese all died nicely. Then the Indians declared war on me. After two wars I eventually destroyed them. It took me awhile because they were strong. Yet when I captured their last city they didn't die. I had been in anarchy during the war so when it ended I chose Democracy again and so I contacted the Indians for peace. To check that they really had no cities left, I traded world maps and checked to see whether they could trade any cities.

Finding this strange, I then decided to finish of the Germans who had been annoying all game, after I had attacked them at the start of the game. They had 3 cities for most of the game and I took all of their 3 cities in one turn. Then the same problem occured, with the civ not dying and again I was able to sign peace with them.

I've never experienced this though, although I've had my fair share of empire-slaying:D Couldn't it be a bug or something?
 
Maybe but I wondered if it was something to do with them possibly having a settler on a ship or something...And I was only trying to give some background to the game :)
 
Yeah...I believe that an empire lives as long as it has a settler...
And as long as they live, their empire could strike back!;)
 
That seems to be quite a stupid condition really, since the AI could have a settler in a boat anywhere on the map so how are you supposed to kill them?
 
Then occupy and wait for that settler to settle and kill them then. I think that might be one of the reasons the domination victory is based on land mass rather than # of opponents left or something like that.
 
yes i killed russia. ubt they were still alive. the funny thing is i did not find settlers but a WORKER!

that happened to me 2 once. i set the Barbarians as a normal tribe and i took all their cities, and i found their last worker, which i executed(disbanded).
 
So an empire can stay alive even if they have a worker, which cannot capture a city or build a new city...
 
I finished off all Iriquois cities in a nasty little war yet they were still able to conduct diplomacy with other civs. I demanded their world map to trace them but no sign at all. It wasn't until I had hunted down and sank their last frigate that they were destroyed as a civ.
 
destroy all UNITS! maybe?
worth checkin out, i love killing innocent citizens of rival civs
after going communist when i declare war, i use FORCED LABOR after capturing one of their cities. then i turn all the citizens into entertainers and starve whatever is left!
AT LEAST THEY DIED WITH SMILES ON THEIR FACES!
MUAHAHAHAHAHAHAHAHA!
