There could be a military engineer unit, strictly for building stuff in enemy territory. Or it could be a special ability of some units.

Or, in another idea, you just eliminate the movement points of all workers to simplify it within your borders... but once they leave your borders, they start consuming movement points again. I'm really more of a fan of making workers "travel without movement points" in your borders than cutting them out completely.
 
I would like this idea if you totally choose how many workers to build, and none will be built unless you put the production/population into it.
And you would decide which cities build them from, instead of building other things.

I would hate this idea if every city always gets a certain amount of workers that must work for that city. That would remove the strategy.
 
Like the idea - espciallly when posting turns in a succession game - "workers working" would be easy to state! :)

But somehow - even though I get tired of moving them about - the more I thought about this the more I would miss building the RR's etc. Workers always annoy me and I am not a micromanager - but somehow this just brings me back to the basics of the game. Just my two cents worth. I was ready to vote for all out change - and like all the ideas proposed - good thread - but somehow I think I would miss making all the mistakes I do make and then learning from them. May be able to conquer the world (not really) but sometimes my biggest errors come from the "small" parts of the game. :crazyeye:

edited to add: am not a deity player - surely I can see how others would want to change workers and small things once they have reached such a high level of play.
