Did anyone else experience this weird bug? (Should be Fixed)

I've made this resource mod where, among other things, horsemen and knights cost 1 horse per turn to maintain. So I was playing a game with the mod, and noticed my horseman unit getting -20 strength from lack of horse resource, while at the same time I had 50 horses in stock. The other horseman unit and the knight didn't have this penalty.

The next turn the -20 strength went away, but on the turn after that it came back again on the same unit. And that has been happening for many turns now: one turn the penalty is there, next turn it's gone, then it's back, then it's gone. It alternates every other turn. Only on that one horseman unit, not the other one or the knight.

Has anyone else noticed this when playing? I can't tell if this bug is somehow caused by my mod, or if it is a base game thing.

Oh and also, in the same game I made some polders (playing as dutch). For some reason a few of them were submerged underwater. Was a bit funny, I think it might have to do with the city canals.

Pretty comfortable pointing to your mod. Never seen anything like you describe in the base game with a positive resource stockpile.
 
I had something similar, when I upgraded two units as soon as I could and used up all the stockpile on that turn, so it showed 0, the flow was positive though +2. Those two units and only those got -20 lack of resource penalty which stuck to them no matter what. I did not have such a switch on/off effect though. I've reported this as a bug on 2K forums with pictures.
 
I've had that bug too on infantry, lots of oil but penalty anyways, fixed itself eventually. Was very annoying.
 
Assuming this is the same issue, patch notes state that this has been fixed:
  • Player Resources are now updated before Player Units in the turn order. This is to fix the issue where the insufficient resource combat debuff was not being removed until the following turn, even though the player had sufficient resources at the beginning of the turn.
