How does one contact another civ that is not listed in the foreign advisor's "circle of civs" without having to contact one of their units? England is opening up a can of "whoop-arse" on me and I established an embassy with their neighbor, Japan, for assistance...but I cannot get them on the horn...

Please tell me that there exists a way to do this, the AI contacts me all the time when units are not close to mine.

You can put a civ that you've contacted into the circle by holding shift and clicking on where you want it to be.

You can contact any nation with whom you've established contact by clickign on the little D on the right-hand side of the little box in the lower right hand corner of the screen.

When trying to contact nations with whom you're at war, if they do not respond (and they won't), make a beeline for their biggest reachable city and stomp on it. They usually take the initiative to talk to me after that.

Ask one of your neighbours who are in contact with both you and the Japanese.
Communication can be traded as everything else.
