Diplomacy Problem. Cant offer war.

Ok I'm playing the standard version of Civ 4 and Im playing Julius Ceasar. I talk to Cyrus from the Persian Empire and he has horseback riding. I want to be able to offer him the option that i convert to his religion. (Hinduism), in exchange for his horseback riding. However when i click convert on my side of the trading panel in diplomacy, nothing happens. The same thing happens when i click declare war on, or stop trading with on my side of the panel. Im not really sure if this is a bug, maybe i need to do something different? .Ive only been playing for a couple days. Thanks for your help. I also cannot see the names of other leaders under my side of the 'declare war on' option. However, I can see it on the other civilizations side

this works as designed - these are all items the human player can ask the AI to do in exchange for other trade items. The AI can ask you to do all these things - but only as a demand and never because you want to do it anyways...

Ok im just bummed that this isnt available in civ 4... is there any known mod or anyway I can edit this through the xml or python?
